IV. Powers and duties of officers and employees |
- Shri. Milind Barapatre, Deputy Director (Met./Admn/DDO) – Overall in charge of Administration and Account Section. He shall take the assistance of Shri. Hadagali, UDC in maintaining up-to-date records in administrative & CPWD matters. He shall perform the duties of Drawing & Disbursing Officer (DDO) with the assistance of Shri. V.P.Kathari in maintaining up-to-date records in Accounts matters. He will be in-charge of Cluster activities, NSIC co-ordination of Belgaum district. He will be Central Public Information Officer and he will look after RTI correspondence, National Award, Bar Code, ISO 9000, MATU Schemes, TMS portal, MPR, IMT, EI and Statistics. Monitoring of Action Plan Targets. He will be Nodal Officer for Belgaum.
- Shri. R.B.Arakasali, Assistant Director (Stat) – He shall ensure the E.I and Statistical Section work, preparation of MPR, Collection of data on IIP with the assistance of Shri. Sanjith Kumar, Inv.(Stat). In addition, he shall monitor Action Plan Targets, Allotment and Monitoring of the Training Programmes to the Officers in consultation with the Director. He shall take the assistance of Shri. Sanjith Kumar for uploading programmes in TMS portal and web based MPR. He will be the Nodal officer for Haveri and Dharwad Districts. He will report to the Deputy Director (Met./DDO/Admn).
- Shri. R.M.Hadagali, Senior Accountant – Shall attend to Administrative, Vigilance works & pension, Income Tax Related work, Maintenance of Service Books of Go/NGOS leave account and sanction and other related Admin Works. RTI, Court Cases and CPWD correspondence. Attached to Director to attend Phone/FAX attached to Director. Attending to Inward of day-to-day letters and Dispatch of day-to-day Letters and maintain Postage Stamps account register with the help of MTS.
- Shri. V.P.Kathari, UDC – Shall attend to Accounts works viz., Handling of Cash & Cash book, preparation of Budget proposals, Preparation of all bills (except TA, GPF & all Technical programmes bills). Handling Accounts related correspondence, timely disposal of letters, returns & reports. Maintenance of all Accounts related registers. Servicing and Maintenance of Computers & Electrical, Electronic equipments. Maintenance of Dead Stock registers pertaining to Electrical and Electronic Equipments.
- Shri. H.K.Naik, LDC – Updating Service Books and assist the Administration section. Preparing the Programme certificates relating to EDPs. Maintenance of Vehicle and Generator file and log book register, POL Account. Assisting Accounts section in preparation of TA, GPF and all Technical Programmes bills. Maintenance of Stationery, Dead Stock Register of Office stores and equipments. Attached to Technical Officers. He will report to DD(Met.)/DDO (Admn.). Maintenance of Technical section files and letters typing.

The norms set by it for the discharge of its functions - |
(1) Every Government servant shall at all times-
(i) maintain absolute integrity;
(ii) maintain devotion to duty; and
(iii) do nothing which is unbecoming of a Government servant.
(2) (i) Every Government servant holding a supervisory post shall take all possible steps to ensure the integrity and devotion to duty of all Government servants for the time being under his control and authority;
(ii) No Government servant shall, in the performance of his official duties, or in the exercise of powers conferred on him, act otherwise than in his best judgement except when he is acting under the direction of his official superior;
(iii) The direction of the official superior shall ordinarily be in writing. Oral direction to subordinates shall be avoided, as far as possible. Where the issue of oral direction becomes unavoidable, the official superior shall confirm it in writing immediately thereafter;
(iv) A Government servant who has received oral direction from his official superior shall seek confirmation of the same in writing as early as possible, whereupon it shall be the duty of the official superior to confirm the direction in writing.
Explanation I :- A Government servant who habitually fails to perform the task assigned to him within the time set for the purpose and with the quality of performance expected of him shall be deemed to be lacking in devotion to duty within the meaning of clause (ii) of sub-rule (1).
Explanation II :- Nothing in clause (ii) of sub-rule (2) shall be construed as empowering a Government servant to evade his responsibilities by seeking instructions from, or approval of, a superior officer or authority when such instructions are not necessary under the scheme of distribution of powers and responsibilities. |
